Born in 1965 in Beijing, Liu graduated from Hebei Teaching University majoring in Fine Art. In 1993, his work was selected and awarded in the "First Chinese National Art Exhibition." Since that time, he has established himself in the international art market as a leading Chinese Surrealist painter.
